Changes to OWP for Family Members: Another update is change in the eligibility of the OWP for family members of Temporary residents. Earlier, spouse or common law partners of temporary residents could apply for OWP with fewer restrictions. But under the updated rules, OWP for family members are now issued based on the principal applicant situation. 

  • Family Open Work Permit in Canada is now limited to the spouses of international students who are enrolled in Doctoral programs or Masters degrees that have a timeline of 16 months or longer or eligible programs. 
  • Family OWPs are now limited to spouses of foreign workers who are employed in TEER 0 or 1 jobs or select TEER 2 or 3 jobs in sectors that have labor shortages or that are linked to Government priorities. 
  • Under the updated rules, the Dependent children of foreign workers are not eligible for OWP. 
  • Also, foreign workers must have a minimum of 16 months left on their work permit when their spouse applies for an Open Work Permit.

  • International students can apply for an OWP if they graduated from an eligible institution and if they qualified for the PGWP Program.
