Established in 1989, Community Preservation and Development Corporation (CPDC) is a premier non-profit real estate developer focused on the acquisition, redevelopment, and operation of affordable housing communities for low- and moderate-income individuals and families. CPDC recognizes that its mission — developing vibrant communities through innovation and partnerships — cannot be accomplished through housing alone. CPDC adopts a community building model that serves as the platform upon which the organization delivers high-quality, tailored, site-based resident services programs.
After 24 years of service to the affordable housing community, CPDC has undergone a brand reposition designed to galvanize, align, and inspire its staff, residents, donors, and strategic partners. Our new brand articulates our commitment to making a long-term investment in the future of our communities to help them grow and thrive.
What we do
We pride ourselves in being able to tackle tough deals that many would find impossible. Whether preserving historical buildings that were once symbols of urban blight or performing adaptive reuse of vacant, abandoned school buildings; CPDC is a preferred developer. But what makes CPDC unique is its focus on and commitment to residents. Resident Services ensures that those who live in and around our communities share in the creation of programs and services that improve their quality of life.

- We take on challenging developments. CPDC acquires and redevelops properties in many areas including those that have high rates of crime and poverty. Regardless of the area, CPDC brings with it experience and expertise to affect change for both property residents and the surrounding community.
- We are committed to community preservation and have made a long-term investment in our communities. CPDC preserves communities by first ensuring fiscally strong, financially sound buildings. We also leverage partnerships with various organizations and residents to ensure community access to programs and services that promote engagement and build a sense of community.
- We structure deals using innovative financing. CPDC structures and closes complex, multi-layered financing deals. We make use of products ranging from low-income tax credits and tax-exempt bonds to HUD Section 8.
- We develop properties that meet green standards. CPDC’s Wheeler Terrace Apartments was the first affordable housing community in Washington, DC to receive the Leadership in Energy and Environmental Design (LEED) certification. This is a testament to our commitment to building properties that meet green industry standards. We install water heaters that help reduce dependence on natural gas, EnergyStar-certified appliances, high-efficiency HVAC systems, etc. We also promote recycling and water conservation within our communities.
- We make a strong investment in working with residents. Both the development of our communities and the services offered are designed in partnership with residents. In fact, CPDC often engages residents in every step of the process. CPDC takes extra care to make its communities places people are proud to call home.
- We evaluate the impact of our programs. We systematically measure the outcomes of our programs and services to better meet the current and future needs of residents. With established benchmarks, measurement tools, and regular resident feedback, we can ensure the effectiveness of the work and authenticate the outcomes they achieve.
