Building Communities One Block at a Time 

Since its founding in 1989, CPDC has created financially sound affordable housing and community service programs designed to enhance the social and economic well-being of low income families throughout Washington, DC, Virginia and Maryland.  CPDC seeks the best solutions to the financial, physical, and social problems facing the affordable housing stock and its residents.  In doing so, CPDC balances the requirements of  

  • producing a sound, well-functioning project;
  • enhancement of the lives of the residents through creative on-site community service programs;
  • the long term preservation of the affordable housing stock; and
  • the financial institutions, government and communities. 
CPDC's work is focused in Maryland, Virginia and the District of Columbia, and is concentrated in three inter-related fields: 
  • Rebuilding Distressed, Affordable Housing Communities; 
  • Community Service Programs for Residents of Affordable Housing Communities; and
  • Acquisition of Affordable Housing Threatened with Conversion to Market Rate Housing.
Preserving Housing 

CPDC preserves existing affordable housing for multi-family, low and mixed-income communities through the acquisition and redevelopment of endangered properties. In eight years, CPDC has acquired 13 affordable housing properties totaling 1,846 residential units. Five of those properties required substantial redevelopment. 

In preserving the supply of affordable housing, CPDC focuses on two types of property: 

  •  Properties that are deteriorating as a result of poor management, lack of investment, and urban stresses--aging and inadequate infrastructure, crime, drugs; and 
  • Housing threatened by market pressures or ownership no longer committed to providing affordable housing. 
Cooperating 

In addition to the development of its own properties, CPDC cooperates with other nonprofit organizations, state and local governments and public agencies to offer technical assistance and development services on a wide range of housing needs. CPDC's staff has experience in managing every phase of development, including negotiating acquisitions, designing financial packages, developing construction specifications, overseeing the general contractors, developing and implementing marketing plans, managing real estate assets, maintaining strong working relationships with public agencies at all levels, and working with the community to establish service programs that meet the needs of residents and their communities. 

Managing Real Estate Assets 

CPDC oversees the management of all its properties, and offers complete asset management services to other property owners. Our asset management team has hands on experience with conventional and subsidized properties. We are experts in compliance with local, state, and federal requirements. Our asset management team develops individual strategies to monitor project operations to protect the long term financial health of the property while ensuring the delivery of quality housing to residents. 

Partnering 

To be successful, communities need more than housing. A large part of CPDC's success is due to its community building efforts with all the stake holders in a neighborhood: the residents, service providers, community groups and associations, churches, parent and teacher organizations, property owners, property management, investors, and public policy makers. In the neighborhood where it is developing a property, CPDC identifies existing community strengths and resources, and partners with the neighborhood stakeholders to create and implement a community revitalization strategy.
