Caldwell v4Phyllis Caldwell

Phyllis R. Caldwell is founder and managing director of Wroxton Civic Ventures LLC which offers advisory services in the areas of housing, community development and capital access. She is also board chair of Ocwen Financial Corporation (NYSE: OCN). From 2009-2011, Caldwell served as Chief of the Homeownership Preservation office at the U.S. Department of Treasury where she oversaw housing market recovery and foreclosure prevention programs in the Troubled Asset Relief Program (TARP).

Previously, as President of Community Development Banking for Bank of America, Caldwell held leadership roles in tax credit and affordable housing finance, Small Business Investment Company (SBIC) and Community Development Financial Institution (CDFI) investing. Her career in finance and consulting also includes time at Citicorp and Ernst & Young.

Currently, Caldwell serves on the boards of American Capital Senior Floating, Ltd (Nasdaq: ACSF), City First Bank of DC and Low Income Investment Fund. She previously served as a member of the Community Development Advisory Committee for the Federal Reserve Bank of Richmond and as President of Washington Area Women’s Foundation, a public foundation fostering philanthropic giving in the Washington metropolitan region.

Caldwell received her MBA from the Robert H. Smith School of Business at the University of Maryland College Park and holds a BA in sociology and urban planning, also from the University of Maryland.
