CPDC Wins 2007 Best Project Housing Achievement Awards for Maryland, Washington, DC

Oxford Manor and The Residences at Wiley H. Bates honored by HAND

Washington, DC - The Housing Association of Non-Profit Developers (HAND) has awarded Community Preservation and Development Corporation (CPDC) Project of the Year for its Oxford Manor community in Washington, DC and The Residences at Wiley H. Bates Heritage Park in Annapolis, Maryland. This is the third year in a row HAND has recognized CPDC for its work in affordable housing.

Oxford Manor: Best Project, Washington, D.C.
Oxford Manor is a 227-unit garden apartment community located in Southeast DC near the Anacostia Metro Station. Over the years, Oxford Manor fell victim to disinvestment and increased crime, yet economic development in the area made this property ripe for market rate conversion. In an effort to preserve the affordability of their homes, the residents of Oxford Manor banded together to exercise their right to purchase when the property came up for sale. Partnering with the residents, CPDC created a plan to renovate their homes and revitalize this community, creating places where the residents could continue their advocacy and engage in learning activities.

During the $11,000,000 redevelopment, CPDC replaced and updated the kitchens, bathrooms, windows, and doors. In addition, CPDC replaced the flat roofs with sloped, trussed ones and rebuilt the entire heating/cooling system. The Oxford Manor Tenant Association now has its own office suite and the residents have access to a community center and a computer learning center

The Residences at Wiley H. Bates Heritage Park: Best Project, Maryland
Now on the National Register, the Wiley H. Bates High School once served as the only place for secondary education for African-American students in Anne Arundel County. Arundel County Services spearheaded the effort to adaptively reuse this important structure that had stood vacant for 20 years. CPDC partnered with Northern Real Estate Urban Ventures, LLC to create 71 residences for very-low income seniors, meeting a critical affordable housing need in the region.

The historic nature of The Residences of Wiley H. Bates Heritage Park and the very low income of the targeted residents required CPDC to put together an extraordinary array of funding sources to accomplish its redevelopment into housing for low income seniors earning between 40%-50% AMI. Financing included an allocation of low-income housing tax credits, and state and federal historic preservation tax credits, as well as secondary loans from both Arundel County Development Services and Maryland Community Development Administration. Private sector financing included conventional construction and permanent loans and tax credit equity via partnerships with Sun Trust Bank, Hudson Housing Capital, and PNC Bank.

A masterful integration of the present and the past, two-thirds of the current senior residents at the Wiley H. Bates Heritage Park attended the historic high school. They now live with old memories in new bright and spacious apartments with programs and community space, including meeting rooms, a computer learning center, high-speed Internet access in each unit, a health care/support center, and an arts/crafts/fitness center. Also located at the park is a Senior Center operated by Anne Arundel County Department of Aging and a Boys and Girls Club.

Community Preservation and Development Corporation (CPDC), was formed in 1989, currently has a portfolio of 24 family properties with 4262 rental units that are home to about 12,722 residents. Recognizing that successful affordable housing requires investment in its residents, CPDC presently provides community programming in youth development and senior living enhancement at 12 of its family properties.

Housing Association of Nonprofit Developers, or HAND, was formed in 1991, to increase the capacity of Washington, D.C. metropolitan area nonprofit housing developers through free educational and professional interaction opportunities. HAND was incorporated in June 1998 and is an IRS-approved 501(c)(3) non-profit organization.
